City Comptroller: After voters had ejected the corrupt Tweed ring, Green served as city comptroller (1871-1876) to stabilize city finances. After years of advocating the merger of Manhattan and adjacent municipalities, he was president of the commisŽsion that prepared the plan of 1897, which inŽcorporated the five boroughs as the City of New York. For this Green became known as the "Father of Greater New York." As trustee of Tilden's will, he secured merger of the Tilden Trust with the Astor and Lenox libraries into the New York Public Library. His life ended tragŽically when he was shot outside his New York City home on Nov. 13, 1903, by a lunatic.
Historically, there has been some dispute as to whether the G.P.O. falls within the jurisdicŽtion of the legislative or executive branch of government. Indeed, in 1912, Sen. Elihu Root, chairman of the Joint Committee on Printing, declared, "The office of the Public Printer is an anomaly in our system of administration." In 1932, however, the U. S. comptroller general seemed to confirm the prevailing assumption that the G.P.O. is responsible to the legislature by noting that it was not subject to legislation deŽsigned for agencies of the executive branch.See Also The City:QUEZALTENANGO, ka-sal-ta-nan'go, Guatemala, city, capital of a department of the same name, the second city of the republic in size and in importance, 80 miles west of GuateŽmala City, at an altitude of 7,500 feet above sea level.
