Local Associations Are Organized Britain's local government system is also an important focus for the activities of political parties, whose local associations are organized to contest seats on local councils. About 43,000 elected members serve on the 1,450 main local authorities of England and Wales alone. If to them are added the 7,500 parish councils, the number of elected local government members in England and Wales approaches 100,000.

Because in Britain no agent of the central government operŽates as governor or prefect in each region or province, central control is somewhat more reŽmote and impersonal than in the prefectorial systems on the Continent.
