Passport Office In Some To secure your passport—a husband and wife may have a joint pass¬port if traveling together—apply to the nearest passport office in some large city (the New York offices are: Downtown—45 Broadway; Mid-town—630 Fifth Avenue) or to the head office in Washington, or, if no large city is handy, apply to the most convenient U.S. District Court. To get your first passport you are supposed to bring proof of citizenship, such as a certified copy of your birth certificate, also two passport-size photo-: graphs 2%" by 3", a letter stating the purpose of your trip ("pleasure" or "tourism" is enough), and you must be accompanied by an adult U.S. citi¬zen, not related to you, who has known you for two years or more and will serve as an identifying witness.

One more word on the passport. It is good for two years ($10) and enewable for a further two years ($5). Then it expires and you must get new one, which is easy this time. Just present your old passport, a new ;n dollars and two newly taken photos. Then fill out the application. Your Id passport will be canceled and returned to you as a keepsake.

The Tourist Association publishes a separate book¬let on its own chain as well as a general booklet on all Finnish hotels.

Historically, there has been some dispute as to whether the G.P.O. falls within the jurisdic¬tion of the legislative or executive office branch of government. Indeed, in 1912, Sen. Elihu Root, chairman of the Joint Committee on Printing, declared, "The office of the Public Printer is an anomaly in our system of administration." In 1932, however, the U. S. comptroller general seemed to confirm the prevailing assumption that the G.P.O. is responsible to the legislature by noting that it was not subject to legislation de¬signed for agencies of the executive office branch.

The Purpose of Recall.—Recall serves the litical purpose of removing an official from pub-office. It should be distinguished from other >es of removal, such as impeachment by a legis-ive body, judicial order, and executive office action, e procedure for impeachment involves charges misconduct drawn by the lower house and tried the upper house; the proceedings have the char-er of a judicial trial; conviction means removal m office and permanent disability for an office trust in the government concerned—state dis-lity for impeachment in state office, and national ability for a national impeachment.
